Inspections Department
Whenever your project requires a change to the exterior of the building, it must go before the Board. That includes all new construction and additions. It also may include siding, door and window changes. Items that do not require Board approval are all interior work, decks, gazebos under 150 square feet and sheds under 150 square feet.
Driveway culverts must be installed by the Department of Public Works. Please call 262-236-2913 for a culvert permit and with any questions.
Section 10-55(a) Text Amendment for Survey's
(a) Survey. Any building permit application that involves a new building or structure or exterior changes to the size of a building or structure shall be required to submit a plat of survey. The survey shall be prepared and certified by a surveyor registered by the state. The survey shall provide, at a minimum, the following information and is subject to verification:
(1) Legal description and drawing showing the boundaries of the property and size of the premises, giving the subdivision name, lot and block number if located in an approved subdivision.
(2) Location and size of all existing and proposed structures, including septic systems and wells, and structures and wells on adjacent lots located within 50 feet.
(3) Dimensions of the lot.
(4) Dimensions showing all setbacks of existing and proposed buildings on the lot.
(5) Drainage easements and public utility easements in existence on the property.
(6) Watercourses or existing drainage ditches.
(7) Seal and signature of the surveyor.
(8) Date of survey.
Some surveys may require additional information based on the unique characteristics of the property and project as determined by the Community Development Director or designee.
In lieu of a new survey, an existing survey that is accurate to the number and size of existing buildings and structures, easements or other legal encumbrance, and matches the current lot configuration may be allowed on a case-by-case basis for residential projects as determined by the Community Development Director or designee. Residential projects that meet the following conditions are not eligible for an exemption of submitting a new survey:
(1) New home construction projects.
(2) Projects that are in proximity to an existing wetland.
(3) The property contains frontage on the Lake Michigan bluff or other topographic areas with slopes that are equal to or greater than 12 percent. (4) The property is located within the 100-yr floodplain.
(5) Other projects where it is difficult to ascertain from the current survey, compliance with all setbacks, offsets, and other technical requirements.
A Architectural Board Packet is available under the Inspections Resource Page. The meetings are on the second Monday of every month. The deadline to get on the agenda is Monday at noon, three weeks prior to the meeting date.
Planning Commission
The Planning Commission meetings are typically on the second Monday of the month at 7:00 p.m.
Police
No, please do not hang up if you experience a delay in the ringing signal after dialing 911. Your call is still being processed and will be connected to emergency services as quickly as possible. As long as you have an active celluar or phone signal, it is important to remain on the line until your call is answered.
The 5 to 12 second delay before the ringing signal is due to a component of the system called "call setup time" which is necessary for the 911 system to process calls efficiently. This delay is a result of the transition from old copper landlines to the new nationwide 911 system based on IP technology, as well as the complexities of routing calls from non-local phone numbers and cellular phones.

Except as set forth in this article or as otherwise directed by appropriate signs, it shall be unlawful for any person to: park, stop or leave standing any vehicle, whether attended or unattended, upon any street or highway of this city; park on private property without the expressed consent or permission of the property owner; park, in whole or in part, in or on any space designated as handicap parking.

Unless permission is first obtained through the Mequon Police Department, parking is illegal.
Parking restrictions do not apply to in front of Mequon City Hall.
In special circumstances, or special events at your home, or if you are suffering a disabled vehicle, problem, the Mequon Police will work with you on the parking request.
In the case of multiple car parking requests, the Mequon Police normally grants parking permission, but only for one side of the road.
The Mequon Police will typically not grant parking permission for parking on State Highways, such as Mequon Road (Hwy 167), Cedarburg Road (Hwy 57), or Wauwatosa Road (Hwy 181).

By and large, the vast majority of simple traffic tickets can be dealt with by stipulation (paying the fine). If you choose to stipulate, then simply remit the money bond amount (entered by the Officer in the upper right corner) before the court date. That will take care of it! Please don't send cash - a check or money order will do.

Some serious violations require a court appearance. These mandatory appearances require your appearance on the posted court date. In those cases, you may not "just" pay the bond, you must see the Judge. You will see the MANDATORY APPEARANCE box annotated with an "X" by the Officer, on your copy of the citation you received. If you wish to plead NOT GUILTY to the charge (you want to contest the Officer's ticket), without appearing in court, then you or your attorney must notify the court in writing, of such a plea, before the court date. Your plea will be entered for you on the return date and thereafter, a trial will be set. Either you will receive written notice, of the setting of court date, at your address (as set forth on the citation), or your attorney will. You will be notified by the court in approximately 1 week of the date for your PRE TRIAL. A Pre Trial is a meeting between yourself (or yourself and your attorney) and the City Attorney for the City of Mequon and a Command Staff Officer of the Mequon Police Department. Both sides of the matter will be discussed. Questions and answers concerning court, prosecution, and police procedure can be posed at this time.
Please do not attempt to establish a court date on a NOT GUILTY plea over the telephone. All such messages must be done in writing.
If you plead GUILTY, or NO CONTEST, the court officer will present information contained in the arresting Officer's written report, to the court. The arresting Officers normally make thorough notes of the citation or arrest. These notes or report will be read by the Judge before he or she imposes a sentence. You may, if you want, make a statement regarding any extenuating circumstances, if any, for the Judge’s consideration in determination of the penalty the Judge will impose.
If you wish to contest the charge you must plead NOT GUILTY. If you plead NOT GUILTY on the return (court date), the case will not be set and called for trial until a later date. Your appearance then and there will be to establish your not guilty plea and schedule a court date for some time later on. This later date for trial is necessary because many other cases will be called on your original court date. Furthermore, both you and your attorney and the prosecuting attorney should be granted time to prepare for a trial, or subpoena necessary witnesses or even request a jury trial, should you deem that appropriate.
If you request a Jury Trial, the request must be received in the Office of the Clerk of Courts, IN WRITING within 10 days of entering a plea of NOT GUILTY.
If you have posted bond and fail to appear in court on the return date, such bond will be forfeited and a report of the conviction of the offense charged will be forwarded to the Division of Motor Vehicles. Failure to appear, or pay the forfeiture by the return date, unless you have pleaded NOT GUILTY, will result in an automatic conviction to the charge and possible suspension of your driver's license (operator's privileges). Any person who holds a Probationary License, or to whom such license would have been issued had proper application been made, will be assigned the regular demerit points, plus two additional points for the second and all subsequent violations.
Any dog, male or female, living in the City of Mequon, that is five (5) months of age or older as of January 1 of any year must be licensed prior to March 31. Further, a license is also required within 30 days of acquiring ownership of a new dog or within thirty (30) days from a date a young dog becomes five (5) months of age.
Cost of license for unspayed females and unneutered males is $15.00, and for neutered males and spayed females is $10.00 and half of these amounts if the dog became five (5) months of age after July 1 of the license year. An additional late fee will be charged if the dog is not licensed by April 1 of after the 30 day period has elapsed in the cases of new dogs and young dogs. The license must be secured to a collar and the collar kept on the dog at all times.
No license shall be issued for any dog unless the applicant presents proof that the dog has been inoculated for rabies by a licensed veterinarian within three years prior to such application.
2. It shall be unlawful for any person to own, harbor, or keep any dog which:
a. Habitually pursues any vehicle upon any public street, alley, or highway in the City.
b. Assaults or attacks any person.
c. Is at large within the limits of the City; ("At large" includes any dog which is on any of the highways, streets, alleys, parks or other public grounds or on any premises other than that of its owner, except within the immediate presence and control of the owner, his or her servant or member of his or her family over 12 years of age.).
d. Habitually barks or howls to the annoyance of any person or persons.
e. Kills, wounds, or worries any domestic animal.
f. Is known by such person to be infected with rabies or to have been bitten by an animal known to have been infected with rabies.
g. Is deemed vicious
h. All dogs kept in the City are to be inoculated against rabies by the time the dog reaches 5 months of age.
3. Duty of Owner in Cases of Dog Bite. Every owner who knows that such a dog has bitten any person shall immediately report such fact to the health officer and keep such dog confined for not less than 14 days or for such period of time as the health officer shall direct. The owner or keeper of any such dog shall surrender the dog for examination to the health officer or any police officer upon demand.
4. Impounding, Killing of Dogs. Any person may impound any dog with the humane officer and any Police Officer may kill any dog which is found to have broken rules set forth in section 2 (a,b,c,d,e,f and g above). If the owner is not found within a period of seven days or ten days of a bite, the dog or cat may be destroyed in a humane manner.

Fingerprinting is a service the Mequon Police Department will assist with. The days and times of service are Tuesdays, Thursdays and Saturdays between 8 a.m. and 10 a.m. and between 2 p.m. and 4 p.m. The fee is $20.00.

Pond Certification
New Stormwater BMPs are certified as a condition of final plat approval or occupancy and are re-certified every fifth year thereafter. A Drainage Letter of Credit is required prior to a building permit for residential and commercial construction. The stormwater facilities are re-certified as a condition of releasing the Letter of Credit.
The goal is to establish a field data collection and office review process that results in consistent, concise, and documented certification of existing stormwater BMP facilities in the City. The stormwater BMPs will be inspected for performance and maintenance deficiencies and compared with the approved plans to ensure they are still functioning as approved and providing the level of down stream protection that is expected.
It is the City’s intent to initiate a certification and re-certification of over 300 stormwater BMP's throughout the City. The certification process ensures that the BMP's are being properly maintained and operated to ensure adequate performance. If it is found that the BMP's don’t meet the approved performance standards, or if adequate maintenance or operation is not being performed, the City will then take appropriate action on these drainage facilities to ensure their optimal performance.
Most developments have a Stormwater Maintenance and Easement Agreement that defines the requirements. The agreements are recorded with the Ozaukee County Register of Deeds.
The BMP owner must hire an independent Professional Engineer or Registered Land Surveyor to certify that the Stormwater BMP complies with the original design standards. The consultant's cost can range depending on the size of the BMP(s). Location of the consultant and many other factors specific to each consultant firm.
In addition to the fees charged by the consultant, the City will charge a fee of $100/hour to review the pond certification reports for completeness and accuracy and to administer the program. Stormwater BMP owners may contact the City for a list of consultants familiar with the City's certification requirements which should minimize City review time and related charges.
Stormwater BMP recertification is required every five years.
The datum should match the original vertical datum wherever possible. The vertical datum shall be indicated on the certification form.

OC = Outlet Control Structure (includes filtering manhole structures) PP = Pervious Pavement

City staff will contact you to work out a compliance schedule. Once repairs are made, the stormwater BMP will likely need re-inspection by the certifier to confirm compliance.
Public Works
If you have an emergency after hours, please call the non-emergency Police Department at 262-242-3500. Dispatch is in contact with the Department of Public Works, and can direct the response as required.
The City of Mequon shall not be liable for damage to mailboxes and support structures as a result of objects, snow, sleet, ice, water or other precipitation thrown by City plow. If mailbox and/or support structures are physically struck by City owned and operated plow, the City of Mequon may at its option replace the damaged mailbox and/or support with a standard USPS approved steel mailbox and/or 4"x4" wood post and support. The maximum amount of compensation in lieu of replacement is $50.00.

The City actively picks up Christmas trees in the month of January.
The City will not pick up wreaths, garland or any decorations with wires in them. Regular garbage companies should be able to pick those up. Any questions please verify with them if they do.
The City of Mequon owns and maintains a select number of street lights, generally located in the Mequon Business Park and in the Town Center area of Cedarburg Road. If the street light outage is outside of those general boundaries, please check the We Energies website. It has a simple navigation tool that can be used to identify an outage, which is typically addressed within 3 days.

If the street light is not on the We Energies map: At night, call the Police Department at (262)242-3500. During the day, call the Highway Division at (262) 236-2913. Please give as good a description of the location as possible.
In most cases, the City can pick up dead animals. However, this only is done during regular business hours.
If the animal is a car killed deer, staff will report it to the contracted company for pick up.
Some State and County roads, which the City does not own, have their own policies on picking up dead animals. We will report the locations to them.

As of January 1, 2004 the City will no longer provide roadside brush pickup due to budget considerations. Please check your local yellow pages for a list of providers under "Landscape Services" or "Tree Services". The City cannot recommend a provider.
The State does not allow these items in landfills; therefore your refuse hauler cannot take them. You can either have a private landscape contractor handle your needs or the City has a recycling site on Bonniwell Road (between Green Bay Road and Cedarburg Road), where you can take the material yourself. A $25.00 annual permit is needed and can be purchased in the Finance Department at City Hall. Please see the current Brush and Yard Waste Disposal Center Brochure for specific dates the site is open.
Wood chips and mulch, when available, can be picked up by any City homeowner at our brush-recycling site. See location under "grass clippings/yard waste." All you need is a driver's license to prove residency.

There is no parking on City streets at any time of the year. This is especially important during snow emergencies. The Police Department can have your vehicle towed if it is in the way.

Please check with us. All installers should know not to get too close to the street. Public utilities and the City can dig anywhere, anytime, and are not responsible for repairing your dog fence if it is installed too close to the existing road.

Sewer Utility
No, doing so can overload the system and cause others on the system to have backups of sewage in their basements. Contact the city DPW to discuss options for appropriate discharge onto your lawn.
You will need to call a plumber for this type of work on your property.
The current flat rate sewer charge is $83.00 per quarter.
For locations that receive a volume sewer charge, the current rate is $8.041 per 1,000 gallons used. If you are also a water customer, the gallons billed for water and sewer will be the same. However, during quarters two and three each year, there is a proration for sewer charges since we are aware water is frequently used for irrigation or grass watering purposes. This proration will limit your quarterly sewer consumption charge to the higher of 14,000 gallons or your quarter one consumption.
1) Determine if you are inside or outside of the Mequon Sanitary Sewer Service Area.
2) If you are outside the area, then you would need to request a change to the sewer service area boundary by contacting the City Engineering Division at 262-236-2934.
3) If you are inside the area, then you will need a permit for utility work in the right of way. You can find the permit application here.
You will need to call a plumber for this type of work on your property. Building sewer lateral work that removes clear water infiltration and inflow may be eligible for a financial incentive through the Pipecheck Program.
Flushing anything besides toilet paper can result in blockages. Do not flush paper towel or disinfectant wipes!
1) Move objects away from the sewage backing up to prevent any further damage to property.
2) Call DPW to request a Sewer Maintenance crew investigate the sewer main:
-If a sewer backup occurs during normal business hours (Monday-Friday 8:00AM-4:30PM) please contact Kevin Driscoll (262) 236-2937.
-If a sewer backup occurs during non-business hours, please contact the Mequon Police and report the backup. Give them your name, phone number and the address of where the backup is occurring. 24 Hour Police non-emergency contact after hours phone (262)242-3500.
3) The Engineering Department or the Police Department will contact the on-call waste water worker. The worker will contact you, arrive on the scene and evaluate whether it is a lateral or mainline issue.
4) If it is a mainline issue the worker will clean the line to remove any obstructions. Take pictures of the backup if there is any damage to your property and notify City Hall of the backup.
5) If it is a private lateral issue the problem is on your property and you will need to call a plumber. Let the plumber know that the City’s mainline is flowing properly. The plumber may ask for information such as distance from the road to help determine how long of the appropriate rodding device to bring. You may want to have the plumber televise and record the condition of your lateral for your reference.
6) Begin cleanup. Raw, untreated sewage contains bacteria and pathogens; residents may consider hiring a professional cleaning service that specializes in this type of cleanup.
Water Utility
Yes, a late payment charge of one percent (1%) per month on the outstanding balance due is applied when payments are not received by us on time. An additional 10% penalty will be charged if the utility has to transfer any unpaid delinquent balances, as of November 1st, to the tax roll.
Per Public Service Commission guidelines, we are not allowed to reverse or waive late fees.
The Mequon Water Utility has an automatic sewer proration in place for second and third quarters. The sewer consumption will be limited to the higher of your first quarter water usage or 14,000 gallons during this proration period.
The Mequon Water Utility does not perform final readings for utility bills for sales of property. The buyers and sellers should have the utility charges prorated as part of the closing process. If you are currently signed up for automatic withdrawal payment, you should contact the Finance Department to make sure this is removed and the bill is mailed to the correct address moving forward.
Mequon Water Utility customers are responsible for their water service from the curb stop valve outside (typically near the right of way line) into their house and past the meter. Mequon Utility customers are encouraged to check with their insurance company to see if repairs are already covered. Also, the customer needs to determine if this repair policy and its long term costs warrant coverage of this type. Mequon Utility customers should carefully read the proposed terms of service coverage for what is actually covered. The City of Mequon Water Utility does not endorse any of these insurance companies. The Water Utility is not affiliated in any way with these insurance companies or their programs.
Yes! If your toilet is running at all in between flushes, that means there is a leak. A good test to see if there is a leak in a toilet would be to put a few drops of food coloring into the tank of the toilet. After a few hours or overnight, you can check to see if the water color has changed in the bowl. If you are unsure how to fix the leak, you will want to get a plumber out to your home as soon as possible.

Typically, we see water usage increase in the summer quarters due to lawn irrigation, filling pools and watering plants. Other things that may increase your usage include guests visiting or a leak. Leaks can seem very small but can run up your metered water significantly. For reference, a leak the size of a ball point pen can lead to almost 25,000 gallons of water usage over one month’s time.

Depending on what type of service you have with the city, you may have one or all of the following charges:
- Water Service Charge: Fixed charge based on capacity of service and maintenance of the water system; determined by your meter size
- Public Fire Protection Charge: Fixed charge based on the additional costs and capacity that are needed to provide adequate to fight a fire; determined by your meter size
- Water Volume Charge: Variable charge based on the number of gallons of water you use during the quarterly billing period
- Sewer Charge: Variable charge based on the water volume charge for gallons used during the quarterly billing period or Flat charge if you only receive sewer service through the utility

There are many factors that go into determining what the average consumption should be, so it is difficult to give an exact amount for this question. Some of the factors to consider are how many people live in your household, if you have guests visiting, if you have filled or are maintaining a water level in a pool or hot tub or if you are irrigating/watering your lawn. The average consumption is approximately 6,000 gallons per person per quarter.
Disconnection notices are mailed to customers with delinquent balances approximately 30 days after the due date. These notices request payment or payment arrangements be made within 5 business days or the customer will be subject to service shut-off. Utility staff will attempt to contact the customers by telephone if no customer response is received.
Shut-off notices are posted on delinquent customers' homes 24-48 hours prior to shut off following no customer communication from the disconnection notice. This is the final notice prior to the utility coming to the home to shut off service.
There is no charge for disconnection, but reconnection charges do apply.
The Mequon Water Utility purchases treated Lake Michigan water from North Shore Water Commission and Milwaukee Water Works for resale to utility customers.
Your water meter will be in your basement typically towards an outside wall with pipes coming from both sides. If you do not have a basement, the meter could be located in a utility closet.
In order to take a reading of your meter, you may need to lift up a gray cover in order to see the spinning dials.

Yes, the Mequon Water Utility began a program in 2018 to replace aging water meters in the Mequon Water Utility. This is mandated by the Public Service Commission (PSC), which requires replacement of water meters every 20 years. Because the Mequon Water Utility began in 1998, the oldest meters in the system are approaching their designated lifespan and are scheduled to be replaced.
